The mobile stand of the wihteboard gives us a hint that this school doesn't have whiteboard in every classroom. This can be one of thre reason that the current user didn't know how to use it. Actually, this is a fixed installation (not mobile). You are correct that we don't have interactive whiteboards in all our classrooms, but most have been multimedia rooms for quite a while (including document cameras).
At what point does a school simply get rid of their overhead projectors. Doesn't simply removing them from the premises help people make the transition?
